1. I don't know if I consider it a "civil right"...
...but it DOES make financial sense.

Universal access to healthcare is more cost-effective than limited access when you figure in all of the factors (lost productivity, etc.).

2. Right on, its should be a civil right along with many more things
Not only should healthcare be a civil right, so should job guarantees and pay also, not to mention living standards and also having a roof over your head. Those should all be written into the Bill of Rights.
