I don't buy the Lihop silliness. His team gives us ample evidence of their inability to forecast events and their consequences. But the federal government absolutely had hints that something was in the works and the utterly laziness of those in charge let the warnings go unheeded. They just didn't know how to govern.
An interesting contrast is how Clinton's team dealt with the similar warnings about the Y2K plot against LAX. They alerted the whole chain of command in the country's security agencies, put out alert bulletins (pre color coding) and ramped up vigilance. Then when a border guard in the midwest saw someone suspicious trying to drive in from Canada, they were ready to take action. If Bush had been similarly serious about the threat from the psychotic son of his daddy's business partner, 9/11 wouldn't have happened (or at least some of the 4 hijackings would have been stopped).
