I learned this concept from Frank Zappa's many interviews. "We are a nation of laws - poorly written and randomly enforced." To set the tone here - he said that we are extremely over lawed in the USA. So, at any given time, most of us are engaged in breaking some law some where. I can make my personal list of areas where I could get nailed if discovered and enforced. I think most of us can.
So, if you are an INDEPENDENT CRITICAL THINKER, then "the authorities", or "the powers that be" can arrest your ass and selectively legally persecute the hell out of you!
For more context, here's some excellent Chris Hedges material closely related to this:

Our Founding Fathers had flaws, but they sure eas hell didn't want their dream of liberty and justice for all go totalitarian police state! Hell, my own Congressman told me to my face that we are two America's! (While I was discussing Matt Taibi's "Why isn't Wall Street in Jail" articles or something else similar?)
