Anyone else think we're going to have to make government contract fraud a capital/life term crime?

Anyone else think we're going to have to make government contract fraud a capital/life term crime?
I've been reading Dina Rasor and Robert Bauman's Betraying Our Troops: The Destructive Results of Privatizing War, and it's just appalling how much these contractors have been ripping off the government. Taking bribes to mark substandard goods/vehicles as acceptable, a million-dollar kickback in one instance, multiple kickbacks in the $100,000 mark range, sending out vehicles without spare parts so they'd have an excuse to slag them and bill the government if something went wrong, leasing SUVs at $3,000-$3,500 a MONTH, cost-reimbursable contracts (which essentially increases the company's profit the more it increases costs), troops not getting the water, food, and spare parts they were supposed to have, shipping pilferage to the tune of $1.2 billion, contractors getting paid in untraceable cash, etc...

I'd been aware of the problem in an abstract way, but this book really brought it home to me.

When we have a governmental changeover, we're going to have to try and convict these people, then hang most of them higher than Haman, along with seizing at least 90% of their assets. And we're going to have to pass laws to make sure this degree of corruption and incompetence is never seen again.
