of the benchmarks are met? satisfactorily?

1. Bush has a long list of actions he has taken that qualify him for impeachment.
This would probably just be another for that list.

2. Bush couldn't be impeached if
he personally set off a dirty bomb in the middle of New York City, DC, Chicago and LA combined. They won't do. No matter what. I think the whole damn rotten congress is afraid of him and his secret army of undercover agents throughout the country.

And while I haven't read the report, I would imagine that it is written with the type of weasel words that most such reports use, so that nothing is definitive.
