In recent times, every time the Repubs THREATENED to stop a vote from taking place by staging a filibuster, we have backed down by the threat alone. This time we said: you want an extended debate? You've got one.

Why do we want a vote even though IF we pass the amendment, Bush will veto it? Because it forces all the Rethugs to go on record supporting Bush in this disaster. That won't help them in 2008.

2. Harry Reid exercised his perrogitave to require an actual filibuster
Reid did not get the 60 votes needed for cloture (to limit debate and go on to a vote) on the measure. He then exercised his perogative as Majority Leader to require an actual filibuster.

In current practice, Senate Rule 22 permits procedural filibusters, in which actual continuous floor speeches are not required, although the Senate Majority Leader may require an actual traditional filibuster if he or she so chooses. This threat of a filibuster can be just as powerful as an actual filibuster.

So the Republicans are forced to talk and talk on and on (debate forever) so that the measure does not come up for an actual vote.

3. I don't think this is an actual filibuster in the Mr. Smith Goes to Washington Stance
In the old days, the Senators filibustering actually had to hold on to the floor constantly. If this were an actual filibuster, no Democrat would be talking, only the Republicans.

This is just a tactic to draw attention to what the GOP is doing.
