Lil' Bush knows exactly what he's doing, and only surrounds himself with people who won't contradict him (one of whom is Cheney). He's too much of a megalomaniac to be controlled by anyone.

I think that Cheney, Rove and Poppy control the boy king. The excutive orders, the signing statements...they do not seem to be written by a C+ student, in my opinion.

Check out this google link, the Whitehouse is crystal clear, while the VP's residence is obscured. Zoom in. Kind of weird.
