I've heard this discussed in terms of the small fraction of cargo containers inspected at US ports, but why isn't anybody discussing the bigger issue?

In times of war and other crises, the countries that suffer first and most are the countries which are least self-sufficient. In WW2 the tide of war in the Pacific was turned well before the Bomb was dropped when Japan ran out of fuel (this was part of the motivation for the use of Kamikaze pilots- they were running out of fuel for the planes and it was the last way to get some good out of them.)

In a war one of the most basic strategies, dating back to sieges of walled cities and castles, and to starve the enemy out. Traditionally this is a slow process in relatively self-sufficient communities who slowly starve after being cut off from the fields that supply food after reserves are exhausted.

The US economy is moving more and more to an in-time model where there are few if any reserves, and every day we make less and less of our own necessities. Worse, the capacity to do so is crumbling, and the know-how is in an aging work force as younger workers increasingly have no experience with the mechanics of production. Common sense suggests that this is a National Security nightmare should we find ourselves at war with a significant enemy such as China or a resurgent Russia.
