With the exception of Ron Paul, the entire Republican presidential field consists of would-be war criminals. I'd argue that Hannibal Lector would do far less damage than any of them.
Yeah, I know, he's a serial killer and a cannibal, but with a few exceptions, he seems to have limited his victims to people who are rude, disruptive, or greedy. Nothing in his makeup indicates that he'd be inclined to carry on a corporate-sponsored war.
That aside, he's got charm, intelligence, is capable of speaking the English language, and could probably give a great speech on the nature of the human condition.
Of course, there's just one problem. He's a fictional character. Then again, that didn't seem to bother Dan Quayle back when he attacked the fictional character "Murphy Brown."
(On edit: And one could argue that he's just as genuine as the sock puppet named George W. Bush.)
