I would have thought Feingold voted NO because it is an empty bill, but you may be right. But I cannot say I like this amendment.

why those two were so quiet on this--don't know what rationale Feingold has. Hagel's my Senator and feels very strongly about political stuff in Iraq. Chances are he didn't think it would be beneficial for some reason.
