Someone please explain this part of the Draft Gore campaign to me:

Someone please explain this part of the Draft Gore campaign to me:
The next few weeks are considered crucial for a Gore candidacy. A petition drive for New York State must gather 5,000 signatures between the end of October and early December if he is to be legally entitled to be on the ballot. In Michigan, Gore supporters must get more than 12,000 signatures, and a signed statement by Mr Gore himself to get on next year's primary ballot.

If (and it's a big if) he were to declare his candidacy and file with the FEC, say, next week, is a petition with signatures still necessary?

Or is that the "file with the FEC" deadline already passed for NY and MI, so a petition is now needed?

3. Oh yeah, I get that part
I'm talking more about the NY and MI regulations. I mean, why do you need a signed statement from the person? The person might as well declare. Seems kinda beside the point, doesn't it?

Was a petition needed in these states for Clinton, Obama, Edwards?
