Has the GWB administration put forward any proposals to the United Nations on the issue of human rights in China?
It's true that China might veto any proposal, but the proposal would at least be heard, just as the peaceful protesters in Burma/Myanmar were at least heard rather than arrested by secret police before they could assemble.
I'm certainly not an expert in international relations, but here's a simple proposal by me. The United Nations could establish a committee that would accept donations from private citizens around the world and use the money to buy the release of prisoners of conscience in China and pay for diplomatic officials to accompany the released prisoners of conscience to a safe country of asylum. The money issue could be coordinated with the issue of refugee status or asylum. Released prisoners of conscience would go to a country that the released prisoners of conscience are willing to go to because they believe it is safe and that at least officially welcomes them.
The committee would also do its own research to try to confirm that a given country of asylum is actually safe for a particular prisoner of conscience who thinks that it is safe. That research would not be used to make a paternalistic decision to restrict the options of prisoners of conscience, but would simply be disclosed to them in an effort to help them make a wise decision.
If that's not a good idea, then perhaps someone can propose a good idea.
