Clinton Details Foreign Policy Agenda

“You cannot be a leader if no one else is following.” This has become a mantra of Senator Hillary Rodham Clinton on the presidential campaign trail. And while she only paraphrases that quote in her new essay on national security in the latest issue of Foreign Affairs, it neatly sums up the strategic world view that she espouses in her article.

Rather than make news, Mrs. Clinton uses the essay to repeat and expand upon her previously stated views on the major global hot spots and geopolitical challenges of the day. If there is no pithy Clinton (II) Doctrine here, her philosophy and approach reflect the Democratic mainstream:
