The following is from a report written and released by the Judiciary Committee in 1974 in the aftermath of the Watergate crisis.


In the (Constitutional) convention George Mason argued that the President might use his pardoning power to "pardon crimes which were advised by himself" or, before indictment or conviction, "to stop inquiry and prevent detection." James Madison responded:

If the President be connected, in any suspicious manner, with any person, and there be grounds to believe he will shelter him, the House of Representatives can impeach him; they can remove him if found guilty...

Madison went on to say contrary to his position in the Philadelphia convention, that the President could be suspended when suspected, and his powers would devolve on the Vice President, who could likewise be suspended until impeached and convicted, if he were also suspected.

2. Did you all stop and think maybe the reason bush has been impeached
is because of cheney. And if they impeached cheney first, which they could, the chances to impeach bush won't fly.

the reason Bush hasn't been impeached is because Democratic leaders can count to 67.

13. stop with the "67" barrier
Look, the investigations are stalled, subpoenas ignored, and
the war-crimes for profiteers are still being funded. The
evidence of high crimes is piling to the rafters, and
impeachment should NEVER be off the table- it's a vital part
of the balance of powers. Right now, how else can we get
investigations rolling again, repudiate this administration's
vast array of wrongs, AND avoid a flurry of pardons? Doubts
about the outcome don't lessen the urgency or the duty of
defending the Constitution. The best reason for holding back 
is fear of these thugs (more anthrax, anyone?) and the
Faux/Rush/Hannity/Savage ballistic uproar, but the whole world
needs us to live up to being the "home of the
brave", don't you think?

11. Did you stop to think and read the post thoroughly? Maybe you missed this:

Make it two-fer.. get them both at the same time then appoint a replacement that both sides will agree on, or hold an emergency election a year early for president.

Take this criminals out of power now... before it's too late.

9. Thanks. I was trying to remember that today.
There's probably that executive privilege problem we'd have to eliminate or avoid.

The will of the people IS there. We're just being trivialized. I don't know how to get over these hurdles. HR333 exists, and it got it's 21st signature.

That is what the "Urinary Executive" claim -- of which the Libby pardon is but one act -- dictates.

It recognizes no act of Congress or court, as long as it is "decidered" that there is "time of war."

DC Dem Impeachophobes, in the face of this madness, have opted for complicity -- approval -- exoneration for the regime.

But pressure is still building.

Those with their fingers in the dike may yet recognize that without impeachment, Redemption of Our National Soul might take generations to achieve.

And that their personal nightmares, for failing this once-great nation, are only beginning.
