House Republicans on Tuesday prevented Democratic leaders from blocking a resolution to impeach Vice President Dick Cheney.

The vote to table the privileged resolution, offered by Ohio Democrat Dennis Kucinch, began as a largely party-line vote to kill the measure, but Republicans developed a strategy to force Democrats to debate the resolution by supporting Kucinich. GOP leaders felt as though it was in their interest to debate the measure because it would make Democrats look bad.

After more than an hour of waiting for the vote to close, the motion to table the resolution failed by a vote of 162-251 after Democratic leaders failed to convince a group of liberal caucus members to side with them.

Republican lawmakers and aides credited Rep. John Shadegg (R-Ariz.) for coming up with the idea.

1. Republickers know how popular the movement to impeach Cheney is...
and also know the Dems don't have the balls to support it.

They're going to force the Dems to vote against something that most of their constituents want.

At least, that's what they HOPE happens.

6. I think there is a deeper issue at play...

plenty of Republicans are fed up with the administration, but they don't want to appear to be going against their own party so they create the argument that this will make the Democrats look bad. At the same time, there are way too many closet hawks amongst the Democrats who fully support Cheney's war efforts. This is TRULY the embarrassing issue of the Democratic Party and Pelosi is right in the middle of it. They would rather sweep it all under the rug than point this out.

Hell, more than half the country WANTS to impeach Cheney.

:shrug:

I guess the snooze "media" will start meme's alleging that Dennis and the Dems are insane to want this, disregarding the people; however, I think the American people are fed up to the point that those meme's will no longer work.

4:41 The motion to send it to the Judiciary Committee passed with only about 5 Dems voting No and 3 Republicans voting Yes. Presumably the 78 or so Dems who voted No on tabling believed that to be enough to appease their constituents, while 5 Dems actually had integrity enough to put the Constitution ahead of Pelosi and Hoyer. There was no discussion of a time limit for the Judiciary Committee to report back (even though there are precedents for insisting on one with impeachment resolutions). This bill has, of course, ALREADY been in the Judiciary Committee for months, and that committee has done nothing with it.

Roll call. These 5 Dems voted right: Filner, Kaptur, Kucinich, Waters, Towns.

4:19 p.m. There is now a 5-min vote underway on whether to refer to the House Judiciary Committee.

4:18 p.m. The procedural vote passed just barely (218-194). Of the 218, 3 were Republicans.

Roll call. These 5 Dems voted right: Filner, Kaptur, Kucinich, Waters, Watson.

4:14 p.m. The motion to table having failed, Hoyer moved to refer the resolution to the House Judiciary Committee. Kucinich tried to avoid that and get a vote on the resolution, but - unable to do that - asked for a vote on the decision to refer to committee. Hoyer withdrew his motion and then unwithdrew his motion. Boehner asked for 40 minutes of debate. Serrano as chair seemed clueless for a while, and then ordered a procedural vote on whether to vote on sending to committee. If this new 15-min vote passes, then they will vote on whether to send to committee.
