Phase II Released Quietly During Petreus Report!

The Senate Select Committee released the long awaited Phase II quietly in September, around the time of the General Betrayus report. The information in it is startling, to say the least.

Has everyone already seen this?

It lays it all out there. I was surprised that it snuck out with hardly a word, when so many were waiting anxiously. View it here:

Conyers and Pelosi want the evidence of crimes before they move on Impeachment. The Senate's Phase 2 of Pre-war Itel is 229 pages of evidence. It was quietly released during the Betray-us Report. It details what was known about how bad the post Saddam Iraq would be. It reveals the truth of what was known. Line it up beside everything dickie, chimpy and rummy said. Proof positive of lies into an illegal war.

I didn't realize Phase Two was out, until a caller mentioned it on Ed Schultz today. It is well worth a look.

military leaders of the Iraq military, and use the regular forces as well as the Iraq police to maintain order in the country! Hmmm, I wonder which idiot gave Bremmer the order to dispell them all?????

26. Page 191, Bayh, Whitehouse and others write their interpretations.
They explicitly call out the Office of the Vice-President. They write that they know he had all of this information. They couldn't say without a doubt about chimpy.

But, clearly dickie violated his office and the Constitution. maybe this is why Kucinich chose this violation as the basis of Impeachment. The details are there.

Latest Intelligence Report Yet Another Smoking Gun On Bush

When Army Chief of Staff, General Eric Shinseki appeared before the Senate Armed Services Committee on February 25, 2003 to discuss preparations for a possible invasion of Iraq, he was asked by Senator Carl Levin (D-MI) to estimate the size of a successful occupation force after victory.

"Something on the order of several hundred thousand soldiers are probably a figure that would be required," said Shinseki, a highly-decorated officer with almost four decades of service, including extensive combat duty in Vietnam. "We're talking about a post-hostilities control over a piece of geography that's fairly significant, with the kinds of ethnic tensions that could lead to other problems."

"It takes a significant ground force presence to maintain a safe and secure environment, to ensure that people are fed, that water is disturbed, all the normal responsibilities that go along with administering a situation like this."

Shinseki was immediately jumped by Secretary of Defense Donald Rumsfeld and Deputy Defense Secretary Paul Wolfowitz. Rumsfeld said publicly that Shinseki was "far off the mark" in his prediction, while Wolfowitz called his views "wildly off the mark" and said, "I am reasonably certain that they will greet us as liberators, and that will help us to keep requirements down."

The Village Voice even reported <1> that a "senior administration official" said that Shinseki's estimate was "bullshit from a Clintonite enamored of using the army for peacekeeping and not winning wars".

General Shinseki "retired" shortly thereafter, in June 2003, and it is widely speculated that he was forced out for contradicting Bush's take on what would be required by the Army in Iraq. Shinseki has confirmed only that he was indeed forced into retirement, while withholding comment about any specifics.

Which makes the report issued by the Senate Intelligence Committee before the Memorial Day holiday even more interesting because Prewar Intelligence Assessments About Postwar Iraq <2> (PDF) shows not only that Shinseki was right about troop levels, but also -- as if more evidence is needed -- that the Bush administration ignored critical pre-war intelligence in their rush to invade Iraq.

The report, which the previous Republican Congress successfully kept from being produced for two years, shows that months before the Iraq invasion, the White House knew from U.S. intelligence agencies that a civil war would likely erupt after Saddam's ouster, that al-Qaeda would quickly move to exploit the American occupation and that Osama bin Laden's organization would actually gain strength globally due to Bush's action.

"Prior to sending troops to Iraq, the Bush Administration promoted the terrorist nexus between Iraq and al-Qa'ida (and the attacks of 9/11) as a central part of its case to the American people that Iraq posed an imminent threat that only military action could extinguish, despite the Intelligence Community's view that Iraq and al-Qa'ida viewed each other with suspicion and were not operationally linked," said Senate Intelligence Committee Chairman Jay Rockefeller (D-WV) in the report.

"What the Administration also kept from the American people were the sobering intelligence assessments it received at the time warning that the post-war transition could allow al-Qa'ida to establish the presence in Iraq and opportunity to strike at American it did not have prior to the invasion."

Phase II consists of 5 sections, which are titled:

  • A comparison of prewar assessments with postwar findings on Iraq’s weapons of mass destruction program and potential links to al-Qa’ida terrorists

  • The role of the Iraqi National Congress (INC) in providing prewar intelligence

  • The quality of prewar intelligence assessments about postwar Iraq

  • Whether public statements and reports and testimony regarding Iraq by U.S. Government officials made between the Gulf War period and the commencement of Operation Iraqi Freedom were substantiated by intelligence information

  • Any intelligence activities relating to Iraq conducted by the Policy Counterterrorism Evaluation Group (PCTEG) and the Office of Special Plans within the Office of the Under Secretary of Defense for Policy

    The first two sections were released on September 8, 2006. The third section (the one being discussed in the thread) was released on May 25, 2007. The last two sections have not been released.

    I have been in contact with the staff of Senator Rockefeller, who chairs the Senate Intelligence Committee, regarding these remaining sections. In January this year I was advised that the goal was to have all remaining 3 sections (at that time) released by late spring or early summer.

    I followed up on the last two sections last month and was told that the committee is still working on a final report that examines public statements by government officials and whether they were supported by the underlying intelligence. This was in reference to the fourth section above.

    When I pointed out that there are two remaining sections and not one, I was reminded that the Pentagon completed its own IG investigation into the Office of Special Plans. They told me the committee has not yet decided whether they will issue their own report (on the fifth section listed above) as well.

    When I wondered why these two remaining sections have not already been released, Jay's staff cited lots of other issues that the committee is working on. If there is a new target date for release of these last two remaining sections, they did not share that information with me.

    My personal take on this is that we won't see anything more on Phase II in the near future. And these two sections will be rendered increasingly academic by the passage of time. Even worse, I believe the Intelligence Committee has already decided to cancel the fifth section of Phase II in deference to the Pentagon's investigation.

    I have been somewhat of a fan of Senator Rockefeller for many years. But in this I am keenly disappointed.
