Mannequin Not Linked to Hate Crime, Investigators Say

The Sacramento County Sheriff's Department says it found nothing criminal in its investigation of a black mannequin at a county work site.
Investigators said that initial reports that the mannequin found at the Kiefer Boulevard landfill had a noose around its neck were not true. They also said they found nothing to indicate that the presence of the mannequin was a form of hate speech.
According to the sheriff's department the mannequin had been used as a prop for practical jokes in the landfill's vehicle repair shop. A worker who had been around the shop filed a complaint.
