Should the definition of torture for "suspected terrorists" be decided behind closed doors?

Poll question: Should the definition of torture for "suspected terrorists" be decided behind closed doors?
I keep hearing that Congressional committees should decide this stuff behind closed doors so the "suspected terrorists" don't know whats in store for them if they are captured. Keep in mind everyone of us is a "suspected terrorist" before answering this poll. Also with the proper torture "techniques" some scumbag could have any one of us swearing that we were "terrorists" to get the pain to stop. The Chicago police had men signing confessions to crimes they were not guilty of and knew they would be executed for by using torture on them here in Illinois. A study was done here in Illinois that found that over half of the 25 men on death row were innocent. (Just Google burge+chicago police.)

Who likes this behind closed doors stuff?

I am firmly in the camp against it.

It is inhumane, immoral, and it doesn't work.
