"I saw a definite improvement in the security situation," Negroponte said at a late night news conference Wednesday in the regional capital Arbil, where he arrived earlier in the day at the start of visit to Iraq.
"There is a political process under way in parallel with the security achievements, including on national reconciliation and the oil law," he said after holding talks with regional prime minister Nechirvan Barzani.
"We are very optimistic that the progress that has occurred in security will be matched with political progress," Negroponte said. "We think the political progress that has happened already is significant."
