Bomb disposal units will blow up anything they suspect of being a bomb. That way they can control the detonation, and not risk anyone on defusing it. They blow up briefcases, purses, backpacks, highway flares, christmas packages... It's just to be sure. Doesn't mean it was really a bomb. They'll only be able to determine that by examining the debris.
