3. They didn't. In 2004 they almost switched the outcome in the GE

5. So there's at least a paper trail that can be audited at the request of the candidates.
I think an automatic audit should be instituted along with mandatory paper trails...nationwide.

By state law, we vote on paper ballots.

Many jurisdictions then count those ballots using optical scanning.
Nashua, where I live, uses Diebold-manufactured scanners but it
would be hard to fake these out because the raw data (the paper
ballot) is still available. Hand recounts are often conducted
in close races (free if within 1% or 1/2%, but not-too-expensive
in any case).

For small-scale elections, Nashua still hand-counts ballots
because it's easier (cheaper) to do that than to get optiscan
ballots printed and get the machines programmed; I don't know
if that will be the case on Tuesday.

7. we use optical scan paper ballots here
the last time I looked this area was heavily registered democratic voters and for the most part the local elections go Dem but on the national level its too many re:puke: that makes me wonder about the counting.

New Hampshire Municipalities which use the ACCUVOTE Voting Machine
(as of November 26, 2007)

On the Accuvote ballot, the voter fills in an oval which is placed next to a candidate's name.
After voting, the voter places the ballot in an optical scanning machine which will read all votes
cast on that ballot.

All other municipalities in New Hampshire use paper ballots, where the voter marks an X in a box printed next to a candidate's name. Votes are counted by hand.
Shows which counties use optiscan and which use hand counted paper.
