does the stimulus package mean you had to file taxes last year for 06? or can it be this year's?

I made next to zilch 2 years ago caretaking for my sibling full time and did not file a return in April last year. Did I just screw myself out of the 800 or so they're deciding to give single people? I will be filing this year. Should I file a return still for last year for the few hundred I made at a tourist place I work at in Orlando?

Any help would be appreciated.

1. I seriously doubt

that the IRS is going to rebate to you more than you paid in. But they haven't announced the details yet, assuming that it happens at all, which isn't certain, so it could wind up being a rebate on your '07 taxes.

And what I read is that they're proposing a rebate of up to $800, so the amount isn't guaranteed even if they do give some kind of a rebate.
