Apparently so. In New York City's 1989 mayoral race between David Dinkins and Rudolph Giuliani, Dinkins won by only a few points. His slender margin...came as a surprise, for pre-election polls showed Dinkins winning by nearly 15 points. When the white supremacist David Duke ran for the US Senate in 1990, he garnered nearly 20 percent more of the vote than pre-election polls had projected, an indication that thousands of Louisiana voters did not want to admit their preference for a candidate with racist views."--Levitt & Dubner, Freakonomics.

3. They call it the "Bradley Effect"
after LA mayot Tom Bradley who ran for gov of CA and had a wide lead in the polls, then lost by a tiny margin, equiivalent to about a vote per precinct . If I remember correctly it was Dukmajian who won.
