My liberal but internet-ignorant father received a printout of a right-wing email

claiming there was a senate vote authorizing English as the official language and that 4 Democratic Senators including Clinton and Dodd voted against it. It went on to say that these Senators needed to be impeached. Email was written by a Colonel Riley. My Dad had the good sense to see it for what it was, a Democratic hit-piece. It angered him and he said he thought less of the person who gave it to
him. He wanted to know who this Riley was? (Sorry I don't remember his first name but the middle initial was C.) But it also puzzled my Dad. He watches CNN and MSNBC all day long. He has no memory of such a vote receiving any news time. Can anyone give me some information about this supposed vote and this Colonel Riley. Thanks.
