what is the meaning of mukasey (the new AG) hanging up the picture of George Orwell on his wall in
the Justice Department?

Is it a warning/message to his ownself? as in, "the Justice Department now has Big Brother Oversight?"

Is it a reminder, as in, "Thou shall not convert the Justice Department in America's first Big Brother outfit?"

whatever it is ... it is weird ... and surely it stands as a symbol of something with deep psychological meaning for him.

if only we knew what!
