The key words in this first part is "the effects of proposed carbon legislation". then there is the fear factor "your electric bill could soon go up as much as $50 per month",
This looks to me like a sneak attack by clean coil advocates, I thought this was a legitimate ad for alternative sources of power; until I saw the end of the ad:
