2. I don't think this is correct
The primaries in LA are open. All candidates run,
Dmocratic, Republican, Independents etc on one ticket. If one candidate gets 50%+1 they win the election which rarely happens. If no one receives the required amount of votes there is a run-off between the two top vote getters. Just because Stormy says she is running against Vitter doesn't tell us anything about her party. There could be five Dems, three Repubs etc on the same ticket - there are no party primaries.
