If you're married and employed, it's kind of tough to get the benefits your kids desperately need if you don't fudge here and there. The vast majority are single moms though, and they qualify with no need to fudge at all.

With social services, Republicans are quick to point out the scammers and eager to throw the baby out with the bathwater.

But when it comes to tax cheats, it's really just a "few bad apples" - or simply no big deal to them at all.
