The definition of terrorism from Wikipedia:

Terrorism is a policy or ideology of violence intended to intimidate or cause terror for the purpose of "exerting pressure on decision making by state bodies." The term "terror" is largely used to indicate clandestine, low-intensity violence that targets civilians and generates public fear.
... Terrorism is more commonly understood as an act which is intended to create fear (terror), is perpetrated for an ideological goal (as opposed to a materialistic goal or a lone attack), and deliberately targets (or disregards the safety of) non-combatants.

1. A word of caution -

never, ever use wikipedia as a reference for anything like serious research. It's just not good, not accurate, not reliable.

Check out the Federal terrorism statutes and see how they've been applied in the past.

Of course, until the police have someone in custody, there is absolutely no way of knowing who committed this filthy act, so jumping to "terrorism" is a bit premature ...................
