AZ Gov. Jan Brewer signs an anti-civil rights bill, and then warns law enforcement not to abuse it?
The legislation requires law enforcement to demand immigration papers from anyone who they have a "reasonable suspicion" is in the country illegally.

She said she will not tolerate racial discrimination or profiling. Brewer also said she had worked with legislators to make sure the bill protects civil rights.

"We must enforce the law evenly and without regard to skin color, accent or social status," she said, adding that the bill's opponents are "over-reacting."

An estimated 1,200 protesters, many of them students, gathered outside the Capitol to demonstrate against the bill.

She urged the law's supporters and enforcers to be careful not to make "even the slightest misstep."

OK, so they ask an American citizen ( a brown one, no doubt.) Said brown American refuses and is arrested. So now Americans have to \"show their papers\" in Arizona?

But with a conservative controlled SCOTUS, it would probably would get upheld.

4. Disingenuous, at best
Because the legislation also permits anyone who doesn't think law enforcement is doing a good enough job to bring suit against the governmental agency, virtually ensuring that the most xenophobic and punitive elements will bring litigation to make sure that their city, county and state governments are carrying out the law in the manner they see fit. Or face ruinously expensive lawsuits waiting for the courts to decide how far is too far (if such a concept is even permissible any longer).

But yes, Gov. Brewer appears to be out of her mind.

She was between a rock and a hard place. Veto the bill and have zero chance of getting Arizona Republicans to vote for her or uphold the Constitution and maybe get a few Hispanic votes. She took the political route and signed an unconstitutional bill. Now she'll still have her Republican base (and tons of monetary support for her "courage") but will get zero Hispanic votes. Not only that but she's empowered all brown skinned voters to get out the vote. She's screwed either way.
