The term is "Hail Mary Pass"
That's probably the best description of trying to build a cofferdam over an oil gusher a mile underwater.

Ditto for putting dispersants on an oil slick that is bigger than most cities.

It probably also applies to placing a few hundred thousand feet of booms in 10 foot seas and hoping to protect the ecological treasure trove that is the Louisiana coast.

Capping the well is beyond Hail Mary and right there on Main Street in Fantasyville.

1. It is when the pipe is shattered with multple cracks.
I see this thing as progressing all down the west coast of Florida before they get a pressure relief well drilled, probably the only thing that is going to slow this down.

2. The booms look like a bunch of kid's plastic rafts taped together.
It's a joke. The smallest of ocean waves will wash over those things.
