It is actually part of a doctrine that says everything is planned, and then argues where ever you are, is where you are suppose to be. I have some long arguments on that point, and do not believe that is the case.
That concept does not include the concept of free will, and is usually caused by people thinking in terms of God having limit to Power, by saying that patterns show lack of free will.
It is possible that since God exist in all time, the way people are interconnected is still free will, where creation is created with the knowledge of what a person would choose to allow them to make the free will choice. In other words, tomorrow is created at the same time as yesterday, so their can be free will and patterns that in linear time look like no free will.
Also their is a pretty good argument that just because you have something does not mean it makes God happy with you, having or doing something could be the effect of the gift of free will, so a person could have much, and still fit into some pattern, yet not have that much in a pleasing way, and still be responsible for actions. Some think if they have something it is because it is some reward, but that reward could come from free will choices, not from pleasing action.
But your comment is used by many people that think in no free will concepts, many times as a justification for lack of empathy, since if everyone is playing a part, then a person can claim lack of responsibility for lack of empathy or lack of responsibility for when they do not do as good.
It is part of a dangerous doctrine that is in many places.
Not saying you meant it that way, just that it is interesting.
