California to consider marked IDs for sex offenders


SAN DIEGO (AP) -- The father of a 14-year-old San Diego-area girl who was raped and murdered is backing legislation to require marked driver's licenses for registered sex offenders in California.

Maurice Dubois is set to announce his support Tuesday. His daughter Amber vanished while walking to school in February 2009.

Assemblymen Pedro Nava and Paul Cook say their bill would require sex offenders to carry the driver's license or a government-issued identification card when they leave home. It may include a distinctive stripe or color.

Registered sex offender John Albert Gardner III was sentenced to life in prison this month for killing Dubois and 17-year-old Chelsea King.

4. People who aren't in the country legally don't get government IDs in the first place
this being one of the many thorny issues surrounding immigration.

20. They can in some states, one of which I believe is Hawaii
The state of New Mexico knowingly issues driver licenses to people who entered the country illegally.

24. The OP is about California
which requires proof of legal presence in the U.S. to issue either a driver license or state ID.

You may be right about Hawai'i; its state ID is issued in a separate office from the DMV. I remember bringing my BC but aren't sure if they asked for it.

36. Yes, and to make my point clearer, there have been several proposals in CA to issue DLs to people
who are not in the country legally. It comes up about once every year in the state legislature, and gets shot down after much bleating and braying from both sides.

I hate the idea of pedophiles even getting parole, or rapists who have set up "rape rooms."

These are the people who should be locked away for our safety and the safety of kids.

The asshole who killed those girls in San Diego should have been locked away for life.

All pedophiles and convicted rapists on PAROLE should have their homes searched with black lights, cadaver dogs, sonar, radar, and all the tools in the box, ASAP.

They might even save more girls like the one here in California, who was kept for 18 years!!!!!!!
THEY NEVER SEARCHED HIS HOME PROPERLY.

If they don't register or move to a home that is far from children and schools, they should not be left free to do what this guy in San Diego did.

The lax sentencing of child sex offenders and rapists is something that pisses me OFF!

It's stupid and it sends a crappy message.

I look at people's IDs all day in a retail environment. Their sex offender history is not my fucking business. I don't even WANT to know -- I'm bothered enough by the ones I know are on the Megan's Law site.

A 18 year-old boy that is caught having sex with his 17 year-old girlfriend is not the same as a pedophile. Yet they are lumped together anyway.

And I fail to see how marking a license will deter sexual predators.

Without hassle or special restrictions, or they are an ongoing menace and need to be kept locked up. Continuing to require people to fulfill special requirements concerning where they live, work, what their ID has on it, etc. etc. are simply wrong. Worse yet, this starts us on the slippery slope towards continuing punishment for everybody let out of prison.

16. If you know they are so likely to re-offend, simply change the laws
and don't let them out of prison again. Obviously there would need to be some tweaking of a few things that could currently get you listed, like drunken peeing outdoors - but seriously, a guy rapes a woman or a child - lock him up, toss the key. Problem solved. Forget all these rules to register or live so far from a schoolyard or getting a special ID or license plate. Just make it a life time sentence with no possibility of parole.

Release a few pot heads if space is needed.

25. I am actually opposed to this. It wouldn't have changed a thing in his daughter's murder.
It was Gardner's own mother who let him stay illegally in her home that was close to a high school. Gardner's mother should be arrested and jailed as an accomplice.

31. I like this idea because...
doing this should help keep track of the sex offenders as they prowl. Sure, its no guarantee that the license would be shown everytime they are out, but if they should be stopped, say for speeding or just for being suspiciously in a neighborhood, law enforcement would be alerted when they saw it and perhaps save an assault or worse.

38. Why not just make longer sentences for them, and see to it that they stay there
and are not released for "good behavior".. Most of these people re-offend, and having a special driver's license won't stop them from raping a child..:(
