Obama to roll out drilling rules before heading to Gulf

WASHINGTON (MarketWatch) -- President Barack Obama will announce new rules on offshore-oil drilling at a press conference on Thursday, the day before traveling to Louisiana to view the latest developments on the disastrous oil spill in the Gulf of Mexico.
Obama is set to receive an Interior Department report on Thursday about what caused the April 20 explosion of the Deepwater Horizon rig. On Wednesday, well owner BP began a new effort to stop the flow of oil -- a procedure known as a "top kill" that involves injecting heavy drilling fluids down into the well. Changes that Obama plans to announce include new permitting procedures to ensure rig safety and additional inspections of rigs, The Wall Street Journal reported, citing administration officials.
The White House hasn't announced a time for the news conference. Obama hasn't held a full-scale news conference since July, and it's unclear how many questions he will take.

A CBS News poll released Tuesday showed that 70% of Americans disapprove of BP's handling of the accident. Forty-five percent disapproved of the White House's handling of the spill.
