5. Because an American Engineer would rather work after graduating for 60k rather than get into grad

school and live on a 17k stipend , plus tuition waiver (which is provided by all Grad schools provided you are qualified enough to get accepted).

While for a non-Resident , that is his/her only ticket into the US, other than being related to an American.

Very simple , really.
