En medio de una fuerte custodia policial y en los pocos segundos que los uniformados tardaron para meterlo al ascensor de la Corte de Justicia, Gueder respondió, ante la avalancha de preguntas de los periodistas: “Pregúntenle al soplón”; al ser consultado sobre a quién se refería, dijo: “Ignacio Villa”, y unos pasos más adelante agregó que su segundo apellido es Paz.

Gueder y Alcides Mendoza Malavi fueron detenidos el pasado miércoles en la ciudad de Santa Cruz, acusados de tener vínculos con el supuesto grupo terrorista que lideraba el boliviano húngaro-croata Eduardo Rózsa, abatido en el operativo policial del 16 de abril, junto a Magyarosi Árpád (húngaro-croata) Micheal Martin Dwyer (irlandés).

Ayer se llevó adelante la audiencia cautelar para los dos unionistas, en la que el juez Álvaro Melgarejo dispuso su arraigo y detención domiciliaria en Santa Cruz, porque colaboraron con la Fiscalía.

El mayor Aguilera reveló que Alcides Mendoza fue chofer del grupo de presuntos terroristas, pero no quiso dar más detalles al respecto.

Denver Pedraza, abogado de los detenidos, indicó que Ignacio Villa Paz “es un cotoqueño” (nacido en Cotoca, Santa Cruz).

“Es él que supuestamente era el brazo operativo, fuerte, de (Eduardo) Rózsa. Ese señor está detenido, va a declarar el día lunes, es la persona clave en todo este hecho”, aseguró Pedraza y agregó que ese sujeto ya se encuentra en La Paz, aunque no precisó en qué lugar y también desconoce si llegó a un arreglo con el Ministerio Público.

Pedraza aclaró que aunque no conoce a Villa Paz, ni tuvo la oportunidad de verlo, se trata del miembro de la banda que era apodado el “Viejo”.

Descartó que fuera miembro de la Unión Juvenil Cruceñista (UJC), tal como trascendió en algunos medios de comunicación.

El mayor Aguilera confirmó que Villa Paz es el testigo que presentará la Fiscalía y que el hombre era apodado el “Viejo”, pero no dio más detalles.

El fiscal a cargo del caso, Marcelo Sosa, anunció que mañana hablará al respecto.

La información que publicó La Prensa da cuenta de que el “Viejo” se encargaba de reclutar a más gente para que integre el grupo irregular. Según las investigaciones, esa célula tenía como fin perpetrar actos terroristas y el asesinato de autoridades nacionales y regionales.

El ex presidente de la UJC Lincoln Sánchez dijo no recordar que entre los personajes prominentes que en la década del 50 fundaron la Unión Juvenil hubiese un Ignacio Villa Paz.

Consultado sobre el tema, el viceministro de Autonomías, Saúl Ávalos, sostuvo también que se trata de un desconocido, opinión con la que coincidieron los diputados cruceños Carlos Klinsky Fernández y Roxana Sandóval, ambos de Podemos. Esta última además agregó: “No nos interesa quiénes sean, lo que exigimos al Gobierno es que esclarezca esta situación y cómo entraron las armas al país”.

Sobre los presuntos responsables, el abogado Pedraza explicó que de acuerdo con la versión de uno de sus defendidos, es decir de Juan Carlos Gueder, “la persona directa, responsable, uno de los grandes intelectuales (de la constitución del grupo terrorista) sería el doctor (Hugo) Achá”, pero no especificó quién dio esa versión.

Hugo Achá Melgar es presidente de la Human Rights Foundation (HRF) en Bolivia. La Fiscalía investiga a esa persona porque, al parecer, financiaba al grupo irregular y lo convocó a declarar por el caso, después de oír las versiones de los últimos detenidos.

Achá se encuentra en Estados Unidos, donde solicitó asilo político para él y su esposa.

Tráfico de armas

Sobre la procedencia de las armas que tenía en su poder el supuesto grupo irregular, el abogado Pedraza reveló ayer que en 2007, la Unidad de Inteligencia de Santa Cruz hizo una investigación de tráfico de armas, en la que aparentemente estuvo involucrado el mayor Johnny Tapia, quien pertenecía a la Fuerza Especial de Lucha Contra el Narcotráfico (FELCN).

Aseguró que el Ministerio de Gobierno tenía conocimiento de esas irregularidades, pero que a pesar de ello, el policía fue ascendido a jefe del grupo Delta.

Según su versión, en aquel entonces, la jefatura de la Unidad de Inteligencia estaba a cargo del coronel Guido Parada. Pedraza dijo, además, que Tapia fue investigado por encubrir a narcotraficantes y por tráfico de armas. Actualmente desempeña funciones de jefe de Seguridad en el Plan Tres Mil de la capital oriental.

Tapia negó las acusaciones y dijo que Pedraza, quien fuera Director de la Dirección de Registro, Control y Administración de Bienes Incautados (Dircabi), es responsable por la desaparición de varios bienes del Estado.

El fiscal Sosa añadió que la Fiscalía no recibió informe alguno sobre este asunto, pero dijo: “Si es que se ampliara la declaración de estas personas, si nos dieran este dato, seguro tendríamos la obligación de investigar”.

Detención domiciliaria

Tras la audiencia cautelar en la que se dispuso la detención domiciliaria y el arraigo de Gueder y Mendoza, el fiscal Sosa explicó que la medida se llevará adelante bajo custodia policial, para lo cual los hasta entonces detenidos retornarían a Santa Cruz.

Pedraza dijo, por su parte, que él y sus clientes están totalmente conformes con la decisión asumida por el Ministerio Público. “Ellos son inocentes hasta que no sean vencidos en un proceso penal”.

Al ser consultado sobre si es que el resultado de la solicitud de medidas cautelares de la Fiscalía respondía a un acuerdo con los implicados, el abogado respondió: “Cuando la seguridad del Estado está en peligro, creo que todos debemos colaborar”.

El fiscal Sosa aseguró que los implicados están dando información valiosa que será analizada y procesada.

Human Rights niega vínculos y dice que el Gobierno desvía la atención

Human Rights Foundation (HRF) rechazó “categóricamente” las acusaciones lanzadas por el presidente de Bolivia, Evo Morales, sobre la supuesta vinculación de esa organización con la trama terrorista que se investiga en ese país.

En un comunicado remitido a Efe, HRF criticó que Morales “esté empeñado en descalificar a los defensores de los derechos humanos en Bolivia” y consideró que el objetivo de sus acusaciones es crear “una cortina de humo” para invalidar las indagaciones de la fundación.

El Mandatario advirtió de que expulsará a los miembros de HRF si siguen trabajando con grupos separatistas que están siendo investigados por un supuesto caso de terrorismo descubierto en el departamento de Santa Cruz.

“En la dura investigación sobre algunos separatistas encontramos una fundación llamada Human Rights (dijo Morales) que trabaja con extranjeros que vienen a dirigir Bolivia (…) Si siguen, estos extranjeros tendrían que irse y los bolivianos metidos acá deberían ir a la cárcel”.

Las declaraciones del Jefe de Estado se produjeron después de que el fiscal encargado del caso de terrorismo en Bolivia, Marcelo Sosa, anunciara que llamará a declarar al presidente de Human Rights en el país, Hugo Antonio Achá Melgar, luego de escuchar el testimonio de algunos de los detenidos.

El 16 de abril, la Policía Boliviana desarticuló a un supuesto grupo terrorista que buscaba la separación de la región oriental de Santa Cruz y preparaba un magnicidio contra Morales y otras autoridades nacionales y regionales.

En la desarticulación de esa banda murieron tres extranjeros, entre ellos el supuesto líder del grupo, el boliviano-croata-húngaro Eduardo Rózsa, y fueron detenidas otras dos personas que actualmente están recluidas en el penal de San Pedro de La Paz.

Según la portavoz de HRF, Sarah Wasserman, las acusaciones de Morales sólo pretenden “vilipendiar la reputación” de la fundación, que aboga por una investigación “transparente y exhaustiva” de este asunto.

Esta organización recuerda que ha presentado un “sinnúmero” de informes y denuncias internacionales sobre la “destrucción de las instituciones democráticas, las graduales violaciones a los derechos humanos en Bolivia” y el “carácter antidemocrático del Gobierno de Evo Morales”.

Cívicos se reúnen el lunes para definir encuentro

La Directiva del Comité pro Santa Cruz se reunirá el lunes 4 de mayo para analizar la convocatoria a una Asamblea de la Cruceñidad, en la que se prevé que las instituciones definan una estrategia de defensa frente a los “ataques” del Gobierno, que apuntan a los empresarios de la región como los presuntos financiadores del supuesto grupo terrorista desarticulado por la Policía Nacional el jueves 16 de abril.

Entretanto, la Federación de Ganaderos de Santa Cruz (Fegasacruz), entidad empresarial investigada por la Fiscalía por su aparente vínculo con ese grupo irregular, pide una indagación transparente y el respeto a las leyes y a la institucionalidad.

La madrugada del 16 de abril, un grupo especializado de la Policía efectuó un operativo en el hotel Las Américas de la capital oriental. En esa intervención, los efectivos abatieron a Eduardo Rózsa Flores (boliviano-croata-húngaro), Magyarosi Árpád (húngaro-croata) y Micheal Martin Dwyer (irlandés), además capturó a Mario Tadic (boliviano-croata) y Elöd Tóasó, ambos recluidos en el penal de San Pedro.

El presidente de esa entidad, Guido Náyar, anunció que en el encuentro del lunes, el Directorio cívico definirá la fecha de la Asamblea. La institución que dirige participará de esa cita, pero, según afirmó, no la Cámara de Industria, Comercio y Turismo (Cainco), ni la Cámara Agropecuaria del Oriente (CAO). Precisó que su organización planteará la defensa de esa región, pues el Gobierno estaría haciendo ver a esa zona del país como delincuencial y terrorista.

“El tema (de la reunión, dijo Náyar) es la defensa de la ley, además de otros temas, porque el Gobierno quiere hacer aparecer a una parte del país como delincuente, como terrorista y eso es inaceptable”. Cuestionó algunos procedimientos aplicados en la investigación y calificó de “abusivas” las detenciones de dos miembros de la Unión Juvenil Cruceñista porque, en su criterio, no se apegan a la ley.

Sobre la investigación de la Fiscalía, dijo que ya se remitieron los documentos que ésta solicitó, es decir, la nómina de los directivos de Fegasacruz, el contrato del stand alquilado a la Fexpocruz y una aclaración en la que se explica que la institución apenas utiliza 20 días al año del espacio contratado.

El jueves 30 de abril, la Fiscalía reveló una foto en la que Rózsa aparece de espaldas y de fondo se observa, aunque no con toda claridad, la inscripción Fegasacruz. Suplantación es común

Las tres identidades distintas que surgieron vinculadas a Jorge Eduardo Rózsa Flores, el boliviano-húngaro-croata acusado de ser cabecilla de un grupo terrorista, revelan la facilidad con la que se puede obtener diferentes documentos de identificación, pues entre siete y ocho casos de suplantación de personas se detectan en la Dirección Departamental de Identificación.

La mayoría de esas sustituciones es cometida por extranjeros que intentan tener nacionalidad boliviana, aunque con datos falsos o documentos fraguados.

Ese hecho llevó a que la Dirección de Identificación tenga nuevas exigencias para quienes quieren tramitar su carnet de identidad, en especial si lo hacen por primera vez. Además del certificado de nacimiento original, ahora es imprescindible buscar una verificación de dicho documento en el Registro Civil.

El coronel Juan Encinas, director de Identificación, informó que este procedimiento permite cruzar los datos del Registro Civil con los que maneja la institución, lo que ayudará a detectar las irregularidades.

Sin embargo, los casos de suplantaciones continúan. Sólo el miércoles 29 de abril llegaron a esa oficina dos hechos. El primero es de un ciudadano boliviano que solicitó carnet de identidad con un certificado de nacimiento fraguado, cuyos datos estaban llenados en computadora y tenía la calcomanía en el centro, similar a un original.

El segundo caso se trata de un paraguayo que intentaba obtener una cédula como boliviano, pero con datos falsos, que no correspondían a su persona. Ambos casos fueron derivados a la FELCC de la capital oriental.

Los atentados contra Evo
