There is another president who will NOT attend the ceremony.

Alan Garcia of PERU.

He said he would skip it because he did not want to be target of jeering and catcalls from members of the Peruvian parliament in front of all the foreign dignitaries. He said it would look bad for Peru.

As for the symbolic transfer of the presidential sash, Garcia said it would not have worked because the sash he wears is too long and too wide to fit Humala.

At least Humala did get to see Hugo Chavez personally recently, and get a chance to greet each other, etc. They both benefitted from that, no doubt.

Hope he doesn't plan to deliver that pardon. Now that you've mentioned it, I can't WAIT for his term to expire. That would be so evil, he just might do it. Easy way to pick up a lot of money.

Too bad he won't be around to do the Two Breakfasts Dance at the celebration. Sad. They'll miss that.

Alan says he had better not be jeered tomorrow. Btw, the drink he is holding is the traditional Peruvian "pisco sour." The size is known as "una catedral." One or two of those will put a normal person under the table (I know from experience :-).


Humala, Toledo and others have asked Garcia to re-consider his decision not to attend the inauguration tomorrow.

Garcia said he would go on the condition that he not be "ambushed" by jeers and whistles of disapproval from members of the Peruvian Congress. Garcia demanded "guarantees" from Humala and Toledo that they will tell their party members to be on their best behavior and refrain from loudly dissing Garcia.

So, will see tomorrow if Garcia shows up.

(Would be funny if the "guarantees" are extended, then Garcia is loudly jeered anyway.)

Edit to add Lugo of Paraguay has canceled on doctor's orders. He is in Sao Paulo for a check-up on his cancer treatment last year.

of course. I remember what a wonderful event it was for the Americas when Lugo himself became the first non-Colorado President in Paraguay in so many, many years.

Hope to see more progress like his and Humala's and Dilma's elections in the future. So important.

Maybe Lobo and Pinera can keep each other company. They should bring a deck of cards for a little gin rummy.

Looks as if Garcia's conscience tells him he has every reason to believe people don't like him, and he fears they will let their real feelings show when he strides forth among them. There's not a lot to love there, and he shouldn't blame it on Humala.

Looked for a photo of a Pisco Sour in google images and whattdya know, they are FAR smaller than the "Cathedral" in their original form. Holy smokes! I'd like to see him after he downs the three drinks!

I had about 6 of them once in Chile. The next day wasn't good. Anyway, I keep reading conflicting reports on if it came from Chile or Peru. Anyone know?

He said it wasn't out of disrespect for Humala but to prevent a recurrence of the unpleasantness of 1990, when his first term ended. Peru was in the throes of hyperinflation and bleeding from a fanatical leftist insurgency.

Peru's poverty rate dropped from 48 percent to 31 percent on Garcia's watch, according to government figures. But the numbers don't illustrate the great disparity of wealth between those on Peru's coast and in the interior, and critics complained of rampant corruption.

The World Bank says that in Peru's rural highlands, where support for Humala was strongest, the poverty rate is as high as 66 percent. Humala won more than 70 percent of the vote in several highland states in the June 5 election.

He handed the presidential sash to his military aide at the presidential palace before Humala's inauguration at the Congress. Then Garcia got into a black SUV and was driven off.


Garcia should have draped the sash on Humala, not this gentleman (not sure who he is, maybe president of the Congress or Supreme Court.)

It was an undignified act by Garcia and a sorry ending to his presidency.

The fujimoristas, meanwhile, are raising hell that Humala was sworn in under the constitution of 1979, which in theory does not exist anymore. Alberto Fujimore rammed through Congress the constitution of 1993 which enabled him to become dictator.

Humala ignored fuji's carta magna, reverting to the older one. That has the fujimoristas all in a tizzy tonight.

He got a lot across with that act.

No wonder the criminals are bawling about it. It doesn't flatter their parasitic faction one bit.

The Honorable Daniel A. Restrepo, Special Assistant to the President and Senior Director for Western Hemisphere Affairs, National Security Council, will lead the delegation.

That was it. An Obama flunky (Restrepo) from the White House and the U.S. ambassador to Peru. Kinda contrasts with the 14 or so Latin American and Caribbean leaders who attended. Guess ole hil was not happy her fujimoristas lost to Humala.

You can bet Restrepo and Likins were not invited to the UNASUR conference by the South American presidents that followed Humala's inauguration.

Well, everyone who doesn't sell his countrymen/women as cheap labor, and the country as the U.S.'s own warehouse, and storage area for all the natural resources it wants to plunder is viewed as an enemy, clearly.
Only the dirty crooks who would sell their mothers, sisters, wives, and daughters, or in Mireya Moscoso's case, sell her future husband, father, brother, or son, are treated with any regard. Fellow criminals.

They probably can't bring themselves to look any of the good leaders in the eye in person to person meetings! Gotta send a varlet, a knave, or the village idiot instead, just to keep up appearances of neighborliness.

Can't believe it wasn't at LEAST Hillary, and even that would be shabby.

The fact he had all those people on hand to witness handing over the sash to a military man to give to someone else to give to Humala is just too 2nd rate.

Therefore, in the unlikely event this situation could EVER come up again, in which a creepy head of Peruvian state fears what would happen to him/her if he/she showed up in person to pass on the sash appropriately to the next head of state, it could at least have entertainment value by using a person in the costume of a famous indigenous critter, a llama to do the honors, and take the sash to deliver to the next guy!
