Can someone explain to me what "jack him up to high heaven" means?

Re: the john ensign case:

I'm sure I'm just a little bit out of it but I just can't figure out what this means, and I can't tell from examining it in the context we have here. It looks like it could mean something either positive or negative. My kid's band was robbed during a gig in Seattle and how they described it was "we got jacked." Doesn't seem to have the same meaning as it does here.
