The Great Mississippi Flood of 1927
They wrote songs about it. Some say it led to the elections of politicians such as Herbert Hoover and Huey Long. The treatment of blacks in the refugee camps and the broken promises by Hoover caused many blacks to switch from the Republican Party and vote for FDR. It was considered the worst river flood in the history of this country.

The people expected the government to help them. That is what government is for. When it fails, the politicians in power pay a high price. In a few days, this could be weighing on the shoulders of President Obama, Governor Haley Barbour, Governor Bobby Jindal, and others if government does not do an adequate job.

Of course, these days, Republicans are not too fond of government. But they may be in a couple of weeks? Hopefully, this will not be like 1927 but it could be very devastating. People want their government to help them. They like government. They do not like politicians that dislike government when tragedy strikes.

Awful day for the folks in the flood, hating it but knowing it's coming.

5. People are responsible for securing their own property in advance of a disaster
It's not the government's job to move people's belongings to a safe place before a flood. Never has been.

6. Sometimes...
people think it is not going to hit them. Sometimes they move their stuff and it is still not safe. Sometimes disasters are unpredictable.

8. It's not hard to anticipate a possible flood when you live next to the Mississippi River
Or any other river for that matter. The title of your OP is "The Great Mississippi Flood of 1927". It's happened before and it'll happen again.

4. Herbert Hoover organized relief for the Polish orphan children after "The Great War", WW1
He was the last "progressive" president from the GOP. After that it was Nixon's party.
