2. How do you go from "hackers" to "leakers"?
Two completely different things. None of the information obtained by wikileaks was done through hacking.

...identified WikiLeaks and the Cablegate Leaker as having committed the same type of crime- even having been in cahoots, although there is absolutely no evidence for this. I don't see anything definite about the parameters of the threat, just that they're making it.

3. I'm not sure...
As I'm thinking about this, I'm not really sure who or what it is aimed at. It could be as you suggest but... it's not like we have been mincing words about who we are going to try to assassinate these days. In addition, as far as I am aware, a lot of the major hacking jobs have been coming from Russia and China... WTF? Are we threatening them with this statement? I just don't know.
