3. What do youo mean by that?
The whole concept of Panopticon is that those (you and me) being watched have no say-so about it, and never know for sure if we are being watched or not. It is the core concept of Big Brother. He can't watch you every moment, but at any given moment he MIGHT be watching.

7. I mean that there is something in the human spirit that is uncontrollable.
It may or may not play a part.The ever presence of an all seeing system would make little to no difference to our entire population for ever. That's why I answered other.
