Waukesha Co. is the only one left that has not completed their recount. They only work on this from about 8:30 am until 5:30 pm, while most other counties worked 12 hour days to get this done in a timely manner. There are several theories as to why this county is dragging it out...
Designated (campaign rep) observers come in dutifully for their assigned shift, sometimes after a 60-90 minute drive, but have been told at least twice this week that the staff is doing "paperwork", or the task du jour, whatever that may be, during which time observers aren't allowed to enter the room (or conduct any meaningful observation).
Procedures such as reconcilation of votes and voter lists, tabulation of votes, etc are carried out via little groups of mostly elderly tabulators, then results are gathered up by recount leaders and whisked off while the tabulators sit and wait for their next 'assignment'. Tabulators sort ballots for outlying ballots at one end of the table while at the other, they are sorting by candidate. Observers aren't told what is being done, so they have to try to figure it out, which leads to late starts and inaccurate tallies on their part.
The supposedly "recused" county clerk, Kathy Nickolaus, is still in her office every day. All ballots and tabulating results, hand written notes, etc., are delivered to her each evening for "safe keeping". A couple times (at least) this week they have worked outside hours in a locked room, on paperwork, tabulations, reconciliations, whatever, without observers present...The whole thing stinks.
It feels like the methods of madness here have been engineered to intentionally cause confusion, and to keep the right hand from knowing what the left hand does. It can be especially confusing and demoralizing for Kloppenburg volunteers...
The other day another slit or torn ballot bag was brought forth that had not only had 7" openings on each side of the center tag (improperly secured) but the bag had apparently been slit or ripped down one side, and closed back up with duct tape. The recount supervisor quickly slit the bottom of the bag open and removed the ballots, which were counted anyway, as usual, regardless of the broken chain of custody. A report WAS filed on this bag, however, for what comfort that brings.
There are reports of possibly forged or improper signatures and initials on some ballots and ballot bags, but none of us know what (if anything) will come of this...
Many volunteer observers have put their minds, hearts and souls into this, on top of considerable time (and money), for the past month. RECOUNT issues are in our minds ALL the time. I think all of us are glad this will be over in a few days. We've done the best we could (at least some of us feel that way). We're weary but hoping something good comes from this tainted mess, and I, for one, hope Joanne Kloppenburg's team had gathered enough evidence to pursue further action in court
I found these pictures online of the duct taped bag. These were taken by another observer (not I) earlier in the week. Look at how perfectly the length of the slit, combined with the open, "winged" top corresponds with the size of the ballot!
