FEMA wants disaster victims to return aid

Losing one's home to natural disaster is a difficult experience. If you don't have insurance to rebuild – and even if you do – it's hard to put your life back together.

Years after some U.S. residents rebuilt their lives with help from the Federal Emergency Management Agency, the federal government is asking for its money back. FEMA has told more than 5,650 victims of 129 disasters ranging from floods to fires to tornadoes that the $22 million in aid money they received was a mistake and that they must repay the government.

1. Happened to me after Katrina

Partner and I, evacuated from NOLA to ATL, were without a home, dependent on mercy of strangers. Our NOLA bank was out of commission.

We went to Red Cross Service center. FEMA presented people with what they said were Emergency GRANTS. We needed -desperately- and accepted a grant for $1,650 or somthing like that. Slightly less than a year later they demanded repayment. We were still hard up. We appealed. But scared of IRS and FEMA, we borrowed money to repay what they'd told us was a grant!

Other Katrina refugees told us they got similar grants but no repay demands. It seemed it was random.
