1. The word anyone makes this a difficult question to answer.
I live in an area where there is no real public transit, and I do know of two people who do not have a car and do not mind the lack of a car. Both have bicycles and also do a lot of walking. I don't know if they can afford a car and all the trappings or not, but it is possible that it would hurt their finances a great deal with the cost of vehicle/insurance/repairs/maintenance. I do know they are not wealthy. Neither of them feel deprived and they do well getting around.
