That's what Rep. Armstrong, a repuke from GA, just said on Tweety. Did Bob Kerrey do anything of a sort? (I can understand Breaux)...

4. In 1999 it may have seemed more feasible as we hadn't seen a lot of the explosion in costs yet.
In retrospect it won't work because it's the health care system that is broken.
