State surplus a result of efficiencies, steep cuts"INDIANAPOLIS (WTW) — The Indiana department that cares for the state's most vulnerable children cut $103 million from its budget as part of economizing efforts that resulted in a $1.2 billion surplus for the state.
The Journal Gazette in Fort Wayne reports the Indiana Department of Child Services centralized administrative functions, moved training for adoptive and foster parents in-house and cut in half the number of children sent to residential facilities.
Just 844 children were in group homes or foster care in June. That's down from more than 1,600 in February 2007.
DCS Chief Financial Officer Doug Weinberg says the least restrictive family setting is best for children. But Bill Glick of the Children's Coalition in Indiana says those cuts come at a cost to children."

The governor says the money is a reward for helping the state save the money in the first place, but some are wondering if wouldn't be better spent elsewhere.
Friday morning, Daniels announced that roughly 24,000 state employees would be eligible for one-time bonuses, based on performance and ranging from $500 to $1,000. The bonuses will amount to between $15 million and $20 million.
