5. Biden's the one that does the in-the-trenches arm-twisting to ensure Congressional Dems back up...
...the President's backroom deals with the Repukes. If Obama had no influence on Biden because of something or the other, I believe Biden would have governed much differently. But he's being a "good" VP, which is doing what he's told to further the President's plans. PB
