Can a comparison be made between preventing rape, and preventing wide-scale violence?

Poll question: Can a comparison be made between preventing rape, and preventing wide-scale violence?
Scenario 1: You are walking to your car in an underground parking lot, when you witness a rape occurring. Deciding its none of your business, you quickly get in your car and drive away.

Scenario 2: Genocide, or violence against civilians on a large scale level (i.e Rwanda, Libya) is occurring. The international community decides it's an "internal affair," none of their business, and let events play out on their own.


Does a comparison exist?

1. Yes one can prevent both rape and large scale violence against civilians by killing everyone before
they can do either.
