$400 Billion to be spent in Afghanistan
Let's see here.
If we spent that on rooftop PV at say $20K per roof (bulk discount).
That is 20,000,000 million rooftops.

That is a hell of a lot of installer and maintenance jobs.
That is a hell of a boost for our economy.
That is a hell of a lot of CO2 offset.
