I think he may have wanted to run a "shadow presidency" at MAL...
He never stopped campaigning. Those documents could also be used to his political advantage.
With him, it's all about power.

If he sells them, he loses power.

He's not the smartest guy, but everyone knows that knowledge is power...Why sell it?
